um… a walkie talkie and a cordless or cellular phone operate on completely different frequencies… not to mention that the walkie-talkie transmits in analog, and most modern cordless phones transmit there signal in digital, and use some form of encryption (DSS, FHSS or something similar)
If you live in a rental unit, the responsibility for finding and remedying your downstairs' neighbor's problem with the vent is the apartment manager's, not yours. Even though dryer vents are not supposed to be connected from two seperate units doesn't mean they aren't.
You can put vegatable oil in thier muffler. It would smoke a lot and smell like french fries. You can also put dead fish all over his car. Get the little baits that you can buy at walmart in the fishing section. Most of these stunts I have pulled myself.
